Windsor is a suburban setting with 29,942 residents according to the 2020 US Census (US Census Bureau, 2021). The median age of residents is 44 years and 14% of residents are foreign-born. This suburb of Hartford is about 52% non-white (CT Data Collaborative, 2021). There is a large West Indian and Puerto Rican presence in the area and about 12.8% of residents speak a language besides English at home (US Census Bureau, 2021). Among white residents, there is a noted Polish community throughout the town and Hartford county alongside Irish and Portuguese families. The town is managed by a council, from which Town Manager is appointed, though there is the title of Mayor. Members serve two year terms (Town Council, Town of Windsor, CT, n.d.). In the 2015 Citizen Survey, while there is more response from the Census block that makes up Poquonock area compared to Wilson's block, which is more populated, 83.8% of respondents rated library services as "very good/good" (Documents Archive, Town of Windsor, CT, n.d.). These neighborhoods have different library buildings, but the results are reassuring. Most respondents lived in Windsor for at least 6 years, with 15.4% living in town for over 50 years.
